When the recommendations of 7th pay commission came out, the government medical practitioners were shocked after the government reduced the Non-Practicing Allowance (NON-PRACTICING ALLOWANCE), an allowance given exclusively to doctors, from 25% to 20%. Moreover, the 7thPay commission had delinked the NON-PRACTICING ALLOWANCE from the basic pay for further calculations such as HRA. Doctors had objected to the same, and demanded that NON-PRACTICING ALLOWANCE to be at least maintained at the status quo (as per the recommendations of the 6th Pay commission).
As you all know, the The Union Cabinet chaired by the Prime Minister Shri Narendra Modi recently approved the recommendations of the 7th CPC on allowances with some modifications. However, the medical profession has been completely sidelined as the government has ignored all its demands.
Dr. Vijay Kr. Malhotra President , DMA Delhi Medical Association and the whole medical profession strongly feels deceived by this act whereby medical community is the only section where the pay by the 7th cpc has been decreased. The promised increase in NON-PRACTICING ALLOWANCE 25% to 40% and consideration of NON-PRACTICING ALLOWANCE as part of Basic pay for calculation of HRA has not been considered and NON-PRACTICING ALLOWANCE has been removed from basic pay for the propose of calculation of HRA.
Dr. Vijay Malhotra President DMA said “NON-PRACTICING ALLOWANCE is a basic right of a government doctor. Even the courts, in their decisions have stated that it is not a special allowance but a part of the basic pay. Government cannot delink from the basic pay. We clearly reject the recommendations of the 7th pay commission.”
Dr. Satish Tyagi, Hony. State Secretary, DMA said “Delhi medical association & whole Delhi service doctors fraternity opposes recommendations of 7th pay commission to be applicable from 01/07/2017 (what a gift by govt. on doctors’ day to doctors ) !! Reducing instead of increasing Non-Practicing Allowance from 25% to 20% and delinking Non-Practicing Allowance from basic salary is a severe jolt to in service medical fraternity!! Delhi medical association stands with them & plans strong reaction & action soon”
For the same a general body meeting of the association has been called on Saturday the 08/07/2017 to decide our future plan of action against this act of betrayal by the Govt of India.
