Invite to “Eastern Regional Consultation on Electoral and Political Reforms”

Dear friends,

It gives us immense pleasure to invite you for the ‘Regional Consultation on Electoral and Political reforms – Eastern Region’ being organised by West Bengal Election Watch (WB EW) and Association for Democratic Reforms (ADR), on 16th Oct, 2017, Monday, at 09:00 AM at the Turiyananda Hall, Ramakrishna Mission Institute, Golpark, Kolkata.

Representatives of the National Election Watch from West Bengal, Bihar, Jharkhand, Odisha and the North-East state chapters, members of political partieseminent scholars, civil society organisations and media will be present to deliberate on issues related to electoral and political reform in the country.

The Consultation will be followed by a Press Conference to release a report titled, ‘Analysis of Assets and Liabilities of National Parties – FY 2004-05 to 2015-16 between 04:00 PM & 05:00 PM at the Press Club, Kolkata.

Excerpt from the report to be released during the Press Conference:

The Election Commission of India (ECI) requested for recommendations from the ICAI to bring uniformity in the accounting and auditing practices of political parties. Thus, the“Guidance note on Accounting & Auditing of political parties” or the “Accounting guidelines” were formulated in February, 2012 by the ICAI on the request of the ECI, in order toimprove accounting and auditing standards of political parties and improve transparency in their finances. These guidelines aim to lay down principles of recognition, measurement and disclosure items of income, expenditure, assets and liabilities in the financial statements of political parties.

For the first time, ADR has analysed the assets and liabilities declared by the 7 National Parties (BJP, INC, NCP, BSP, CPI, CPM and AITC) between FY 2004-05 and 2015-16. The report also highlights the flaws in the accounting format followed by the parties and a few recommendations to increase transparency in their financing.
