Eight MPs suspended from Rajya Sabha for one week,
The proceedings of the House were almost washed out for Monday ,as it could not take up any legislative business.
After four adjournments earlier, when the Upper House resumed at 12 pm, Bhubaneswar Kalita, who was in the Chair drew the attention of the House to Rule 256 saying, “The Chairman may, if he deems it necessary, name a member who disregards the authority of the chair or abuses the rules of the Council by persistently and wilfully obstructing the business thereof” and mentioned Rule 256 (2) also.
Rajya Sabha was on Monday adjourned for the day amid uproar by opposition members over suspension of eight MPs, including Trinamool Congress leader Derek O’Brien and Sanjay Singh of Aam Aadmi Party, for the remaining part of the Monsoon session over their “unruly behaviour” during the passage of farm bills on Sunday.
Despite several requests the suspended MPs refused to leave the premises which prompted Kalita to remark: “Please go out of the House so that it can be run in an orderly manner. This is not the first time that it has happened .It has happened earlier also in case of this side and in case of that side. It has happened earlier in last Parliament and earlier Parliament also. This is not something unprecedented.”
Naidu called for taking up of call attention motion on GST compensation to states where O’Brien, Ragesh and Kareem were listed as movers.
But with members protesting, he moved on to the next listed business saying they were not interested.
As the protests continued, he adjourned the proceedings for 20 minutes. The House saw three more adjournments as the suspended members remained present in the House and opposition parties protested against the decision before adjournment for the day.
Eight Rajya Sabha members have been suspended from the Upper House for one week for their unruly behavior during the passage of two farm Bills yesterday.
They are Congress members Rajiv Satav, Ripun Bora and Nazeer Hussain, TMC members Derek O’Brien and Dola Sen, CPI(M) MPs K.K. Ragesh and Elamaram Kareem and Aam Aadmi Party MP Sanjay Singh. Minister of State for Parliamentary Affairs, V. Muraleedharan moved a motion to suspend these members for creating ruckus and disrespecting the Chair by their unruly behavior. The motion was accepted with voice vote and Chairman M. Venkaiah Naidu announced the names of the suspended members.
Mr. Naidu also condemned yesterday’s incident terming it unacceptable and condemnable. He also said that the incident has tarnished the image of the Upper House and it was a bad day. Mr. Naidu also said some members used un-parliamentary language and threatened Deputy Chairman Harivansh. Mr. Naidu added that the agitating members also defied social distancing and other Covid norms. The Chairman rejected the no confidence motion moved by the 46 opposition members against the Deputy Chairman citing that the notice was not in the proper format.
When the Chairman asked the suspended MPs to leave the House they were adamant and members from Congress, TMC, Left and others came into the well and raised slogans. As the noisy scene continued, the Chairman adjourned the House till 10 AM.
