A day-long SAARC Regional Workshop on Sharing Best Practices on “Disaster Risk Reduction” tomorrow

The Union Home Minister Shri Rajnath Singh said that it was a great opportunity for India to host first “South Asian Annual Disaster Management Exercise” (SAADMEx), which will now be hosted by rotation every year among the SAARC member countries. He was speaking on the occasion of the Valedictory Session of the SAADMEx-2015 in New Delhi today. He said that this event is important in the wake of recent disasters occurring in South Asia. He said that India has faced many natural disasters in the recent years including Gujarat earthquake (2001), Sikkim Earthquake (2011), cyclone Phailin and Hudhud cyclone in coastal areas of Odisha and Andhra Pradesh in the year 2013 and 2014. He said that India could take preventive steps and reduce the loss of lives in case of cyclone Phailin because of the timely evacuation of people from the coastal areas. Similarly human loss could be minimized in case of cyclone Hudhud because of precautionary and preventive measures. Disaster management occupies an important place in India’s policy as poor people are mainly affected by these disasters, he added.

Shri Rajnath Singh said that India is always ready to help others in case of need. He said when earthquake hit Nepal on 25th April, 2015, Indian Government was able to send rescue teams within five hours of the earthquake. India is taking a lead role in this regard, he added. He said that, given the recent incidents of disasters in South Asia, the SAADMEx has provided a platform for sharing the best practices in case of disasters. He also said that national and regional policies should be based on good governance, information sharing and cooperation between institutions engaged in the task of risk reduction. The Union Home Minister also presented mementos and certificates to the delegate leaders and the head observers from the states.

H.E. Arjun Bahadur Thapa, Secretary General of SAARC, congratulated the members and said this is the first of its kind exercise in this region. He appreciated the Government of India for engaging SAARC Disaster Management Centre (SDMC) in this noble exercise, which was set up in Delhi in 2006. This exercise will help in boosting morale of the delegates, he said.

Shri O.P. Singh, DG, NDRF said that timely action and close cooperation can help to tackle humanitarian tragedy. SAADMEx is a platform to evaluate the existing scenario with the cooperation of other countries. He also said that climate change is expected to increase the climate related disasters, increasing sea level being the most important danger. He said that “one SAARC, one Response” is the basic concept behind this exercise, creating synergy in efforts in case of eventuality. The follow-up action of this exercise is also important, he emphasized.

Shri R. K. Jain, Member Secretary, NDMA said that collective response is better than individual response. This three-day exercise will help in bringing a big change in our approach, he added. He said that this is a new beginning in the history of disaster risk reduction.

This was the first “South Asian Annual Disaster Management Exercise” (SAADMEx-2015) organized by the Government of India which provided a platform for strengthening Regional Disaster Response Mechanism amongst the SAARC countries. The main focus of SAADMEx-2015 was to test coordination efforts, create synergy and synchronize efforts to institutionalize Regional Cooperation on Disaster Response among the member countries. The Advance Coordination Conference (ACC) for this Exercise was successfully conducted with the participation of representatives from SAARC member countries on September 3-4, 2015 where the modalities and requirements of the common exercise were discussed.

Union Minister of State for Home Affairs Shri Kiren Rijiju had inaugurated the SAADMEx-2015 on November 23, 2015. The Exercise was conducted by the National Disaster Response Force (NDRF) in Delhi – National Capital Region. On the first day, during the Table Top sessions, different kinds of disaster situations were simulated and individual and joint response measures got discussed. On the second day, response for Collapsed Structure Search and Rescue (CSSR) was carried out at Ghaziabad to demonstrate the CSSR capabilities of participating nations which was followed by a demonstration on Chemical Emergency Response at Greater Noida on the third day. During the course of the exercise, various types of latest gadgets and equipments as well as varied Disaster Response skill sets were demonstrated by the teams of the participating nations.

The Joint Exercise will be followed by a day-long SAARC Regional Workshop on Sharing Best Practices on “Disaster Risk Reduction” due to be held in New Delhi on tomorrow. The Regional Workshop will be inaugurated by Dr. P.K. Mishra, Additional Principal Secretary to Prime Minister of India. This workshop is also an outcome of one of the announcements made at the Conference of Cabinet Secretaries of SAARC Nations.

Anant Geete Flags Off ‘3-Cities’ Fame India Eco Drive in the Capital

 

 

To promote electrification of automobile transportation to achieve objectives laid in the National Mission for Electric Mobility (NMEM), Shri Anant G Geete, Union Minister, Ministry of Heavy Industries & Public Enterprises (HI&PE), Government of India today flagged off the ‘3-CITIES FAME INDIA ECO DRIVE’ from Red Fort. The first leg of the drive included 46 hybrid and electric vehicles from different automobile manufacturers that were driven on the roads of Delhi. The fleet of the vehicles included two wheelers, cars and buses and this rally culminated at Gurgaon (Haryana). The drive was to promote conservation of energy and environmental benefits under the ambitious national scheme on Faster Adoption and Manufacturing of Hybrid & Electric Vehicles (FAME) India. FAME India is a scheme launched in the month of April 2015 for two years as an introductory phase with an approved outlay of nearly Rs. 800 Crore.

Shri Anant G Geete on this occasion said “Globally there is a paradigm shift in automobile transportation. Clean mobility solutions are being experimented and India cannot be far behind. Hybrid and electric vehicles are a need of future as they have come up as an excellent alternative solution for the petro products. They are not only environmentally friendly but are also pocket friendly for customers who are highly cost conscious in our country. In the recent years, concern about exhaust emissions from motor vehicles has been increasing despite improvements in vehicular technologies and fuel quality. Government of India is committed to work towards a cleaner environment and therefore development of alternative, cleaner fuels is paramount. The minister said the initial project for FAME India is nearly Rs. 800 crore but for its completion we require Rs. 14,000 crore, however adequate support and interest of both the buyers as well as the investors is a must requirement and hence it is imperative that widespread awareness needs to be generated for the viable utility of these new generation vehicles. The minister expressed hope that in the coming years with the increase in demand the prices of these will become more affordable. He said so far nearly 25,000 such vehicles have been sold and this trend is forging ahead.

Shri G.M.Siddheswara, Minister of State for Heavy Industries and Public Enterprises on this occasion said that all the State Governments will be requested to bring down the VAT and registration charges on such vehicles so that incentive could be given for boosting up the sale of hybrid as well as electrical vehicles.

 

On this occasion the message of the Society of Manufacturers of Electric Vehicles (SMEV) was highlighted which said “We are proud to be associated with the FAME Eco-Drive Rally, as it is aligned to our mission of curbing one of the major environmental threats that our country is facing today – pollution. It is alarming that our country is ranked at the bottom among the 132 countries in the recent Environmental Performance Index report, and is home to 13 of the 20 most polluted cities in the world. But we strongly believe that by adopting e-vehicles, we can substantially reduce a significant amount of greenhouse gases that are hazardous to health. This will go a long way in mitigating climate change. The increased sales of EVs over the last six months are a testimony of how our citizens are becoming more sensitive towards the environment. We are certain that the numbers will grow by 200% by the end of 2016. We truly appreciate the Central government’s step towards Electric Mobility and will continue to support their mission of bringing 7 million e-vehicles on road by 2020″

With an objective of not keeping the campaign restricted to the bigger metro cities, ‘ 3- CITIES FAME INDIA ECO DRIVE’ has also been planned in Jaipur on 30th November 2015 & Chandigarh on 7th December 2015. The government has already paved the way of providing incentives to those buyers who plan to purchase hybrid and electric vehicles. Eco friendly vehicles from Tata Motors, Toyota Kirloskar Motors Ltd, Maruti Suzuki India Ltd, BMW India, Mahindra & Mahindra, Hero Electric, Electrotherm and Lohia Motors were in the fleet.

The event was moderated by Shri Ambuj Sharma, Additional Secretary in the M/o Heavy Industries & Public Enterprises. Dr. Rajan S.Katoch, Secretary, M/o Heavy Industries was also present on the occasion.

The ‘3-Cities’ Fame India Eco Drive is a public awareness campaign to promote electrification of automobile transportation to achieve objectives of the National Mission for Electric Mobility (NMEM). The initiative is being planned as a prelude to the 2015 United Nations Climate Change Conference (COP 21 or CMP 11) scheduled in Paris from November 30, 2015 – December 11, 2015. Prime Minister of India, Mr Narendra Modi is to participate in this conference.

As part of the campaign, a similar rally of hybrid and electric vehicles will be held at Jaipur on 30th November 2015 (starting from Albert Hall Museum conclude at Amber Fort) and at Chandigarh on 7th December 2015 (starting from The Rock Garden and conclude at Indian School of Business, Mohali) in partnership with the respective State Governments.

The French parliament has backed the prolonging of France’s airstrikes in Syria beyond the original deadline of early January. The Senate backed the move 325-0 with 21 abstentions following a similar overwhelming vote in favor in the lower house. France joined the US-led coalition airstrike campaign against Islamic State terrorists in Iraq in 2014 and later expanded its operations into Syrian territory. France remains in a state of shock following the November 13 gun and bomb attacks in Paris, which left 130 dead and hundreds injured.

Jaipur, 25th November 2015: Delhi youngster Vani Kapoor carded 1 under 70, the best score of the day to grab the lead on day 1 of the 18th and season’s final leg of the Hero Women’s Professional Golf Tour 2015 at the Rambagh Golf Club here on Wednesday. Trailing her in the second position by a margin of two strokes is Ankita Tiwana. The INR 5,00,000 event will culminate on 27thNovember 2015.

Hero Order of Merit leader Vani started the quest for her sixth title of the season aggressively. She carded three birdies on the 1st, 5thand 8th holes, while dropping two shots on the 3rd and 7th holes in her front nine. She began her back nine with a bogey on the 10thhole that erased her advantage but two more birdies on the 15th and 17thholes helped her to regain the initiative. She could have ended with a better score but for a bogey on the 18th. Her tally of five birdies was the maximum by any player on the day.

Delhi’s Ankita Tiwana returned a card of 1 over 72 to finish second after the end of the first round. She played cautiously in her front nine, dropping just two shots on the 3rdand 4th holes while carding a birdie on the 5th. She made no further mistakes during the course of the day and played an even par back nine. Ankita won her maiden title in Srinagar last year and she will be eager to make the most of a good start by claiming the final event of the year.

Pune’s Shweta Galande carded 3 over 74 to take the third position after the first round. She began with bogies on the 3rd, 5th and 7thholes, but two consecutive birdies on the 8th and 9th holes helped her to repair the damage. She could not keep the momentum going in her back nine, dropping shots on the 10th, 13th and 14th holes as against a lone birdie on the 15th.

Kolkata’s Smriti Mehra, Jaipur’s Afshan Fatima and Panchkula’s Amandeep Drall returned with identical scores of 4 over 75, to be placed tied fourth after 18 holes. Smriti Mehra had an eventful front nine with three birdies on the 4th, 5th and 8th holes, along with four bogies on the 1st, 3rd ,6th and 9th holes. She faltered on her return journey with a flurry of four bogies on the 10th, 11th,12th and 16th holes, with just a lone birdie on the 15th. Local favourite Afshan Fatima played erratically, her round consisting of two birdies on the 8th and 9th holes, as against four bogies on the 3rd, 7th, 11th and 18thholes and also a double on the 1st. Amandeep Drall played a birdie-less round with four bogies on the 1st, 2nd,3rd and 7th holes.

Kapurthala’s Gursimar Badwal and Overseas player Kiran Matharu ended with identical scores of 6 over 77 to finish tied seventh followed by Kolkata’s Neha Tripathi and Delhi’s Ayesha Kapur in tied ninth position with identical scores of 9 over 80.

FAME India Eco Drive Rally – Campaign to Promote Green Electric Mobility in India

New Delhi, November 25, 2015: In an effort to promote green mobility through increased use of hybrid and electric vehicles, Department of Heavy industry, Govt of India is organizing a week long campaign named ‘Fame India Eco Drive’. The ambitious campaign would be a “3 city” promotional event at Delhi, Jaipur and Chandigarh, wherein, rallies and exhibitions of hybrid and electric vehicles would be organised on November 26, November 30 and December 7, 2015 respectively. This campaign would be supported by Society of Manufacturers of Electric Vehicles (SMEV).

The initiative is being planned as a prelude to the 2015 United Nations Climate Change Conference, COP21 or CMP 11 scheduled in Paris from November 30, 2015 -December 11, 2015.

The Delhi drive will be flagged off by Shri Anant Geete, Minister of Heavy Industries and Public Enterprises, Govt of India from Red Fort at 9:00 AM which will continue through the in-roads of Delhi while touching major points, and terminate at MDI Gurgaon.

A wide range of state-of-the-art Hybrid & Electric vehicles including 2-wheelers, cars and buses would cover a distance of 40 KM, travelling from Red Fort to Gurgaon.

Russian helicopter on search hit

 

Video of Syrian rebels allegedly firing at a Russian-made helicopter on the ground has been posted on a YouTube channel associated with the FSA’s 1st Coastal Brigade. The helicopter is said to have been on a search mission for the pilots of the Su-24 jet downed by Turkey in Syria.

BGM-71 TOW (Tube-launched, Optically tracked, Wire-guided) is one of the most widely used anti-tank guided missiles, which has been produced in the US since the 1970s.According to the Syrian Observatory for Human Rights, the militants stuck the helicopter with an anti-tank missile.

The Free Syrian Army (FSA), considered to be the so-called “moderate opposition” by the West, has received US Tow missiles among other weaponry.

The missile has an operational range of up to 4,200 meters and an armor penetration of between 600 and 800 millimeters depending on the model.

The Russian General Staff confirmed that one of the Mi-8 helicopters taking part in the search and rescue operation for the pilots of the downed Russian Su-24 jet, has been damaged as a result of shelling.

A Russian marine was killed in the incident, while the rest of the crew and servicemen on board were evacuated to Russia’s Hmeymim Airbase in Syria, it said.

Two helicopters were participating in the search and rescue operation, the Russian General Staff added.

While trying to critique Russian military policy in Syria, the US President became tongue-tied, leaving the audience to guess whether or not he knows that Daesh and ISIL are two different names for the same terrorist organization.

During a press conference at the White House, President Barack Obama said: “And if Russia is directing its energies towards Daesh and ISIL, some of those conflicts, or potentials for mistakes or escalation, are less likely to occur.”

Medvedev :ISIS, Turkish officials have financial interest in oil trade

Turkish officials have ‘direct financial interest’ in the oil trade with the terrorist group Islamic State, Russian PM Dmitry Medvedev said as he detailed possible Russian retaliation to Turkey’s downing of a Russian warplane in Syria on Tuesday.

“Turkey’s actions are de facto protection of Islamic State,” Medvedev said, calling the group formerly known as ISIS by its new name. “This is no surprise, considering the information we have about direct financial interest of some Turkish officials relating to the supply of oil products refined by plants controlled by ISIS.”

“The reckless and criminal actions of the Turkish authorities… have caused a dangerous escalation of relations between Russia and NATO, which cannot be justified by any interest, including protection of state borders,” Medvedev said.

According to Medvedev, Russia is considering canceling several important projects with Turkey and barring Turkish companies from the Russian market. Russia has already recommended its citizens not to go Turkey citing terrorist threats, which have resulted in several tourist operators withdrawing tours to Turkey from the market.

Russia may further scrap a gas pipeline project, aimed at turning Turkey into a major transit country for Russian natural gas going to Europe, and the construction of the country’s first nuclear power plant.

Turkey shot down a Russian bomber over Syria on Tuesday, claiming it had violated Turkish airspace. Russia says no violation took place and considers the hostile act as ‘a stab in the back’ and direct assistance to terrorist forces in Syria.

Raipur welcomes international teams for the Hero Hockey World League Final

New Delhi, 24th November 2015: Raipur has gone abuzz with Hockey as the capital city of Chhattisgarh welcomed international teams to the city for the year’s biggest global hockey event, the Hero Hockey World League Finals. The tournament is scheduled to be hosted at the Sardar Vallabh Bhai Patel International Stadium, Raipur from the 27th November – 6th December 2015.

Raipur just hosted the last two of the three match series between India and world champions Australia. This test series marked the city’s first ever exposure to an international tournament and the full stadium for the matches were a testimony to the popularity of the sport of hockey in the region. The city is now all set to host their first international multination tournament as all the participating teams have already arrived in the city. With India and Australia already in town for the last one week, since yesterday the other six teams viz; Germany, Belgium, Canada, Great Britain, Netherlands and Argentina, have reached Raipur.

Except for Australia and India who have had a rest day after the 3-match series got over yesterday, all the other six teams took out time to practice at the new laid turf at the Sardar Vallabh Bhai Patel International stadium. Germany and Canada also played a practice match which was a part of their training schedule. The match was played with a reduced time of three quarters of 15 minutes each. Germany won the match 1-0 with a lone goal scored by Constantine Staib.

NMDC ltd has been roped in as the Principal Partner on ground partner while SECL/CIL and NTPC are the Official Partners for the Hero Hockey World League Final 2015.

On a proposal moved by Sarita Singh Duly seconded by Dilip Pandey, The National Council adopted the following resolutions :

1. The First Three Years

Three years ago, India’s greatest anti-corruption movement evolved into the Aam Aadmi Party and these past years have been a great learning experience for all of us.

We have learnt that the people of India believe that Aam Aadmi Party is the only party that can provide Corruption-free governance and also adhere to its basic tenets of Swaraj, Secularism and Social Harmony. We are thankful for the trust reposed in us by the people of Delhi and it reinforces our resolve to stay true to these ideals. It also teaches us that organization is the key that can translate the people’s trust into political success.

We resolve to not only spread but deepen our party organisation.

2. State of the Nation

During the general elections of 2014, the people of India replaced the most corrupt government in Indian history with an alternative that promised development and good governance.

In the past 18 months, that alternative, the BJP led NDA has proved just as terrible.

Corruption pervades all levels of the Central government, economic growth is lackluster, employment generation is negligible, social-sector spending has been brought down and the agrarian economy has been left to fend for itself.

Politically, the BJP has stayed true to its past and gone on to try and tear the social fabric that delicately binds Indian society. The real agenda of the BJP is INTOLERANCE and the purpose is dividing society for political gains. This manufactured INTOLERANCE has been rejected by the people of India, first in Delhi and then in Bihar. But BJP’s continued attempts to make it the centre-piece of its political strategy is a grave threat to the Idea of India.

We resolve to politically oppose all corrupt and communal forces which in our view are the primary danger to Indian society.

3. India’s Federal Structure

We firmly believe that any dilution of our Federal structure undermines the letter and spirit of the Indian Constitution. India can only prosper as a collective if democratically-elected individual State governments are allowed to function. Since the advent of the present NDA government, state governments are being undermined at the behest of the central government. Instead of Cooperative Federalism the country is witnessing selective targeting of non-NDA state governments through the offices of Governors and Lt. Governors.

We resolve to build public opinion and politically oppose the NDA government’s totalitarian attitude towards non-NDA state governments.

The UNESCO Science Report 2015 will cover trends and developments in the support system for STI over the period 2010−2015. It is one of the benchmarks for the global monitoring of STI policies, systems and emerging trends. The report will innovate in 2015 to reflect four emerging trends:

·         The growing emphasis on monitoring STI governance

·         The growing role of STI in sub-Saharan Africa
